Tutti gli Stati costruivano le loro navi col fine di salvaguardare il vitale commercio dei loro mercanti lungo il Mediterraneo. I Cartaginesi erano i marinai più arditi del mondo antico e preferivano reclutare dei mercenari per le battaglie di terra, mentre si concentravano nel comando di enormi flotte di navi immense. Come il commercio cartaginese e la necessità di trasportare le truppe aumentavano, così cresceva anche l’importanza del controllo del mare. Costruirono enormi galee di guerra messe in movimento da rematori cittadini. Oltre alle triremi di stile greco, costruirono anche delle quinqueremi e septiremi rinforzate per lo speronamento. Eppure, la nave più grande del mondo antico fu la Syracusia, progettata da Archimede e costruita nel 240 a.C. da re Gerone II. Per essere costruita, furono necessari circa sessanta volte le risorse usate per una comune trireme, trecento uomini, e un periodo di un anno.
