Wszystkie państwa tworzyły floty, które miały osłaniać szlaki handlowe na Morzu Śródziemnym. Kartagińczycy byli najodważniejszymi żeglarzami świata antycznego. Do toczenia bitew lądowych zatrudniali najemników, podczas gdy sami koncentrowali się na dowodzeniu swą ogromną flotą. Do jej konstrukcji zużyto 60 razy więcej surowców niż przy zwykłej triremie; budowa zajęła trzystu szkutnikom ponad rok.
