The power of the Shahanshah was almost absolute. However, his opponents (often members of his own family) often conspired to reduce his influence or even forcibly dethrone him. As the latter option involved death, it was extremely important for the Shahanshah to choose whom he could trust and who to shun. Once a close circle of 'friends' was established, they could be empowered to further the will of their lord. As you might expect, the Shahanshah sometimes tested that allegiance to ensure his friends were still loyal.
