Legal Code

The tenets of Sassanid legislation were rooted in Zoroastrianism, which taught that order and truth could only be achieved by observing the laws given by Ahura Mazda and overseen by Mithra. In practice, Zoroastrian priests held legal power and even the Shahanshah's will was declared secondary to divine decree. Non-Zoroastrian crown subjects were allowed to abide by the law of their own religion, with cases of capital crime being an exception to that rule. Additionally, different regions had local laws and legal practices named 'kardag'. Areas populated by migrating nomads may have adhered to the 'kardag' principle completely.
