Tous les États construisirent leurs navires pour préserver le commerce vital de leurs marchands en Méditerranée. Les Carthaginois étaient les navigateurs les plus audacieux du monde antique et préféraient employer des mercenaires pour leurs batailles terrestres pour se concentrer sur la construction d'une importante flotte de navires toujours plus imposants. Il utilisait 60 fois plus de ressources qu'un trirème de base et sa construction nécessita le travail de 300 hommes sur plus d'un an.
