Capitulare de Villis
By which the king's property and revenues are ordered, so his rule may be unfettered by bureaucracy.The 'Capitulare de Villis' dictates how a vassal should manage his land, including the maintenance of assets, the treatment of animals, the numbers of serfs living and working and the overall civil and legal administration of the king's holdings. It is dated to approximately AD800, roughly commensurate with Charlemagne's coronation as Holy Roman Emperor. As well as being valuable in and of itself, the document is the first example of Carolingian polyptyques - the inventories of Frankish estates. Although rather erratically ordered, the Capitulare details the role of iudex ('judges' - who in this instance were essentially the stewards of royal holdings), including such specific instructions not to take hostages whilst on royal grounds!
