Tax Farming

A well-armed tax collector can rake in many more coins.

The soldiers in the Roman army reliably received a stipend of currency from the state well into the 4th century AD; payment was one of the chief factors in enticing new recruits. However, the financial inflation during the Imperial Crisis of the 3rd century made joining the army a much less attractive proposal than it used to be. To combat this, the Empire resorted to paying soldiers in kind, through delivery of food and clothing. These were sourced from Roman taxpayers themselves on a regional basis and supervised by the praetorian prefects. This may have gone some way, ironically, to explaining the growing animosity towards the military from among the civilian population.
