在參戰前，公民必須在某地集結並訓練。

在羅馬軍中服役是每個有產者公民與生俱來的責任之一。奴隸，重獲自由的奴隸和罪犯們是永遠都無法獲得武器的。國民衛隊在戰時將會被征召入伍。這樣的軍隊需要在戰前接受一些訓練。他們被武裝部署成壯年步兵，在戰場上以希臘式的方陣進行戰鬥。

隨著時間的推移，軍隊系統隨著支隊編制的引入以及後來的馬略改革進化著，最終的結果就是形成了職業化的軍隊；在公元前一世紀，公民們加入軍隊並終身在其中工作。羅馬人對於征服與擴張孜孜不倦的熱情一定是來自於那份對於讓軍隊及其指揮官忙個不停並且遠離政局的需求。
