战斗之前公民要有地方集训

服兵役是罗马帝国拥有财产的公民应尽的义务，而奴隶、自由民和罪犯是不配分到武器的。公民兵团须服役满期，他们是民兵，所以战前需要进行训练。作为重装步兵，他们采用希腊方阵式的作战风格。

随着时间的推移，军队系统也因支队体系的引入和马略改革而改善。最终的结果是形成了职业军队：公元前1世纪，公民入伍则终身为军。军队需要维护，而且指挥官忙于军务，远离政治，这些都对罗马帝国长期的征服与扩张有着深远的影响
