永久的營房能導致更好的裝備和，受過訓練的征募兵。

軍事力量的召集需要仔細計劃。預備役常常自己配備武器，如矛和盾、標槍甚至是箭。如果無法武裝整齊，他們就會用國庫裡的錢來裝備自己。這也需要時間，臨時營地是使所有人裝備齊全的最便捷的方式。
