Los ciudadanos, las tropas de súbditos, los reclutas y las levas se reúnen aquí para el entrenamiento y la guerra.Los estados helenos podían reunir un ejército en tiempo de guerra reclutando tropas de entre sus ciudadanos o súbditos y complementándolos con los mercenarios. Sus generales eran normalmente oficiales o se elegían de entre la nobleza. En Atenas, el ejército se componía de los efebos que seguían un entrenamiento y los ciudadanos de mediana edad, que eran dirigidos por diez strategoi elegidos o ministros de guerra.
Al principio estos hombres solían ser hoplitas, pero, siguiendo el modelo de Alejandro Magno, estos se convirtieron en hipaspistas, falangitas y tureóforos en los siglos siguientes. Este cambio también supuso un mayor uso de las tropas profesionales y de mercenarios. Los ciudadanos más ricos, aquellos que podían costearse los caballos, formaban los hippeis o caballería ligera, mientras que la caballería de los nobles seguía el modelo alejandrino. Los mercenarios como los tracios, la policía con arco escita de Atenas o la guardia real gálata de Cleopatra, complementaban el conjunto de estas fuerzas.
