Más allá de la grandeza, el mundo romano se compone de pueblos, no de grandes urbes.Allá donde llegaban los romanos no solo conquistaban, sino que se asentaban y creaban comunidades. Los romanos usaron la piedra y el ladrillo para construir colonias duraderas. Las ciudades coloniales surgieron de pequeñas aldeas y pueblos a veces ya existentes y se convirtieron en centros de administración regional y para el comercio. Las ciudades provinciales planeadas, o civitates, se construían en forma de cuadrícula y las rodeaban con murallas de piedra para su protección. Los pequeños vici obedecían a criterios menos formales y solían crecer fuera de los campamentos romanos con el fin de ofrecer a los soldados las comodidades y placeres de casa.
