Todos los estados construían sus armadas para proteger el comercio vital de los mercaderes a través del Mediterráneo. Los cartaginenses fueron los marineros más intrépidos del mundo antiguo y prefirieron reclutar a mercenarios para las batallas terrestres mientras se concentraban en la construcción de una flota enorme de barcos cada vez más grandes. Usaba unas sesenta veces los suministros que necesitaba un trirreme ordinario y requería de unos trescientos hombres especializados para su construcción.
