Taxes in Kind

If you can't pay cash in hand, pay cattle in hand.

In late antiquity, when the primary mode of wealth was not always a physical currency, it was common for the governments of the Roman Empire and its Germanic successor kingdoms to accept "taxes in kind" from their citizens. This is a system whereby no actual money is exchanged for the reparation of a levied tax. Instead, the repayment is made through the provision of goods or services. In the late Dark and early Middle Ages, taxation in kind became more stratified - the Merovingian system of the 'fisc' (the root of 'fiscal') was the treasury for the vast Frankish lands. Although it was specifically set up to accept taxes in this manner - supposedly making it easier for people to pay - the Frankish Merovingian kings had perennial trouble getting their subjects to actually pay their dues.
