储水池是罗马市民生活中最基础也是最重要的一部分。人口增长，要求不断供水，沿水渠建立的水柜里可储备水以应付火灾或干旱。

由于建筑技术落后，在古代火灾是人类共同的威胁，因此人们设立看护来预防火灾。罗马都城看护队是一支由武装市民组成的队伍，他们随身携带既可救火又兼巡逻市区的装备。但他们也并非百战不殆：公元64年的大火整整燃烧了六天，烧毁了罗马城的一大片区域。除了预防火灾，看护队还负责在夜间维持治安，制止破坏与犯罪活动等
