兴建海军保卫海上商路，这在地中海沿岸各国是通行的做法。

迦太基人是古代世界里最勇敢无畏的水手，精于造船和航行，每遇陆战只以雇佣兵应对。随着迦太基贸易量的增长，运送士兵的需求大增，掌握制海权亦愈发重要起来。他们造出由划桨手操控的巨型战舰，并效仿希腊式的三桡战船，造出五桡和七桡战船，作撞击之用。即便如此，古代世界最大的舰船却是由阿基米德设计、希罗二世国王建造于公元前240年的“叙拉古西亚”号。其建造过程耗费了普通三桡战船六十倍的资源，三百名熟练工匠用一年多的时间才将其建成
