Topluluklar ortak payda ve amaç üzerinden yücelir ve büyür.Romalılar gittikleri yerleri işgal etmekle kalmadılar, aynı zamanda yerleştiler ve toplumlar kurdular. Romalılar, uzun süreli koloniler kurmak için taş ve tuğla kullandılar. Koloni şehirleri, mezralardan ve köylerden oluşturuldu, bazıları ise zaten bölgede vardı.
