Kartacalılar, antik dünyanın en cüretkar denizcileri olup, kara savaşlarında paralı asker kiralamayı tercih ederek, gittikçe büyüyen gemilerden oluşan dev filolara komuta etmeye yoğunlaşmayı tercih etmişlerdir. Kartacalıların ticari faaliyetleri ve birlikleri taşıma ihtiyacı arttıkça, denizleri kontrol etmeleri de önem kazanmıştır. Yurttaş kürekçiler tarafından işletilen dev savaş kalyonları inşa etmişlerdir. Yunan tarzı kadırganın yanı sıra, beşli ve tokmaklamak için takviye edilmiş yedili kadırgalar yapılmıştır. Antik dünyanın en büyük gemisi, Arşimet tarafından tasarlanmış ve Kral II. Hieron tarafından MÖ 240 yılında inşa edilmiş, Sirakuzalıdır. Sıradan bir kadırgadan 60 kat daha fazla kaynağa ihtiyaç duyulmuş, 300 becerikli işçi, inşaat için bir yıldan fazla çalışmıştır.
