Todos los estados construían sus armadas para proteger el comercio vital de los mercaderes a través del Mediterráneo. Los cartaginenses fueron los marineros más intrépidos del mundo antiguo y prefirieron reclutar a mercenarios para las batallas terrestres mientras se concentraban en la construcción de una flota enorme de barcos cada vez más grandes. A medida que el comercio cartaginense y la necesidad de transportar tropas incrementaron también aumentó la importancia de controlar el mar. Además de los trirremes al estilo griego también construyeron los quinquerremes (cinco filas) y septirremes (siete filas) reforzados para embestir. Aun así, el navío más grande del mundo antiguo fue el Siracusia y fue diseñado por Arquímedes y construido en el 240 a. C. por el rey Hierón II. Usaba unas sesenta veces los suministros que necesitaba un trirreme ordinario y requería de unos trescientos hombres especializados para su construcción.
