Grand Granary

A grand granary holds enough grain to feed the population and have a surplus for future commerce. Release of grain stocks at low prices occurs if merchants try to artificially raise prices and not just during times of crop failure and famine.

Enough grain is kept to ensure that the city does not starve should it be besieged, allowing more time for reinforcements to arrive before surrender is the only remaining option.
