Pod rządami Achemenidów Baktria uzyskała specjalny przywilej – była rządzona przez koronowanego księcia lub bezpośredniego potomka rodziny królewskiej. Niektórzy sugerują, że przed przybyciem Persów władzę w Baktrii sprawowali Medowie, dopóki sami nie padli ofiarą ekspansji Achemenidów. Podobnie jak inne perskie satrapie, Baktria zbuntowała się przeciw swym panom po pokonaniu Dariusza III przez Aleksandra Wielkiego. Zwycięski wódz szybko poskromił ich niepodległościowe zapędy.
