造船，維修並擁有一個安全的海港，對地中海人民對外貿易和擴張顯然是至關重要的。從公元前500年開始，希臘三層漿戰船就成了希臘海軍作戰的中堅力量。長達40米，由170名訓練有素的專業槳手驅動。這種戰船狹窄輕盈，稍微不穩就有可能傾翻。槳手們還被要求投擲標槍和彈石，同時必須坐在船上，使船免受威脅。在希臘的海港之城比雷埃夫斯，共計有750艘三層漿戰船在閒置時，儲藏在500個紐索窟或蓋棚中。迦太基人建造了一個人工港或者內港來保護他們的戰船免受來自海洋的攻擊。據信，其他一些內港的水將會被抽乾，用作乾船塢，在那兒可以進行船舶維修。
