在參戰前，公民必須在某地集結並訓練。

在羅馬軍中服役是每個有產者公民與生俱來的責任之一。奴隸，重獲自由的奴隸和罪犯們是永遠都無法獲得武器的。國民衛隊在戰時將會被征召入伍。這樣的軍隊需要在戰前接受一些訓練。他們被武裝部署成壯年步兵，在戰場上以希臘式的方陣進行戰鬥。
