一個永久要塞為發展和貿易提供必要的保障。

軍事力量的召集需要仔細計劃。預備役常常自己配備武器，如矛和盾、標槍甚至是箭。如果無法武裝整齊，他們就會用國庫裡的錢來裝備自己。這也需要時間，臨時營地是使所有人裝備齊全的最便捷的方式。

1	175	遠程步兵 / 遠程步兵 / (Afr_Maure_Javelinmen) Mitnag'him Maurim (Maure Javelinmen) Maure infantry are fast moving skirmishing troops used by the Carthaginians and Berber chieftains. They are recruited from the most western provinces of North Africa: lands known for their warriors and their unique fighting style. They are armed with javelins and a sword of North African origin, similar to the Takouba used these days by the Tuareg people. The Maures are protected by a shield made of elephant hide and by a tunic made of animal fur that they use like it was a breastplate.

They ruled over the sands and mountains with slings, javelins and simple bows. When the Phoenicians came they pushed many of the nomads further into the harsh interior. The nomads soon adapted to the weapons of these outsiders and became acquainted with the composite bow.

They wear tall conical helms characteristic of Numidia and simple loose tunics which are common across Northwest Africa at this time.
