上阵之前必先集结组织部队罗马希望她的人民能在国家需要的时候站出来为罗马而战,军队原是城镇民兵,几乎所有人都要自备武器装备。
随着罗马国力日增,帝国需要更多的士兵来守护,因此亟需非罗马籍辅助部队填充队列。对辅助部队的征召源于奥古斯都,一般是从乡下无公民身份的乡民、盟国及被征服国家里征召。服役年限为25年,之后辅助部队士兵及其继承人便可获取罗马公民身份这一优越的法律身份。
