Постоянные казармы помогают лучше обучать и вооружать новобранцев.Сбор войска требовал хорошей организации. Ополченцы должны были явиться с собственным вооружением, например с копьем, щитом, дротиками или луком. В противном случае их снаряжение оплачивало государство. Такая подготовка требовала времени, а потому уже прибывших новобранцев селили во временных лагерях. Иногда рекрутов размещали в постоянных бараках. Расквартированные в городе отряды было проще отправить на защиту границ и торговых путей; они же пополняли ряды городской стражи. Ополченцы были хуже вооружены и обучены, чем профессиональные воины из числа знати или наемников.
