У каждого государства должен быть военный флот, чтобы защищать морское торговое сообщение. Карфагеняне были непревзойденными мореходами. В сухопутных сражениях они, скорее, полагались на наемников (среди которых были непревзойденные всадники - нумидийцы), вкладывая все человеческие и финансовые ресурсы во флот. Потребность в торговых и военных перевозках постоянно росла. Карфагеняне строили огромные военные галеры, гребцами на которых служили граждане города. Карфагенский флот использовал триремы греческого образца, квинквиремы ("пятивесельные корабли") и септиремы ("семивесельные") с усиленным тараном. Самым большим кораблем Древнего мира была "Сиракузия", спроектированная Архимедом и построенная в 240 г. до н.э. тираном Сиракуз Гиероном II. 300 мастеров больше года строили это судно, на которое ушло в 300 раз больше материалов, чем на обычную трирему.
