Wszystkie państwa tworzyły floty, które miały osłaniać szlaki handlowe na Morzu Śródziemnym. Kartagińczycy byli najodważniejszymi żeglarzami świata antycznego. Do toczenia bitew lądowych zatrudniali najemników, podczas gdy sami koncentrowali się na dowodzeniu swą ogromną flotą. Wraz z rozwojem handlu, a także w związku z koniecznością transportowania wojsk kontrolowanie morza stało się kluczowe. Kartagińczycy budowali ogromne galery, na których wioślarzami byli obywatele. Konstruowali greckie triremy, a także wzmacniane, służące do taranowania kwinkweremy (okręty pięciorzędowe) oraz sepitremy (okręty siedmiorzędowe). Mimo to największym okrętem świata antycznego była „Syracusia”, zaprojektowana przez Archimedesa i zbudowana w 240 r. p.n.e. przez króla Hierona II. Do jej konstrukcji zużyto 60 razy więcej surowców niż przy zwykłej triremie; budowa zajęła trzystu szkutnikom ponad rok.
