Społeczności rosną w siłę dzięki wspólnym celom i interesom.Rzymianie nie ograniczali się do podbojów – zakładali także nowe osady i społeczności. Do budowy używali trwałych materiałów, takich jak cegły i kamienie. Miasta kolonialne, początkowo małe osady, z czasem przeradzały się w ośrodki lokalnej administracji i handlu.
