Do toczenia bitew lądowych zatrudniali najemników, podczas gdy sami koncentrowali się na dowodzeniu swą ogromną flotą. Wraz z rozwojem handlu, a także w związku z koniecznością transportowania wojsk kontrolowanie morza stało się kluczowe. Kartagińczycy budowali ogromne galery, na których wioślarzami byli obywatele. Konstruowali greckie triremy, a także wzmacniane, służące do taranowania kwinkweremy (okręty pięciorzędowe) oraz sepitremy (okręty siedmiorzędowe). Mimo to największym okrętem świata antycznego była „Syracusia”, zaprojektowana przez Archimedesa i zbudowana w 240 r. p.n.e. przez króla Hierona II. Do jej konstrukcji zużyto 60 razy więcej surowców niż przy zwykłej triremie; budowa zajęła trzystu szkutnikom ponad rok.
