Czasem warto przypomnieć ludziom, kto tak naprawdę tym wszystkim kieruje.Garnizon miał wiele zastosowań. W wielkich imperiach świata starożytnego obywatele często podważali autorytet nieobecnego lub niewidzianego władcy. W większości przypadków mały garnizon przypominał o jego istnieniu, często dławiąc w zarodku powstańcze zapędy ludu.
Ponadto tego rodzaju układ był korzystny zarówno dla lokalnej gospodarki (która kwitła dzięki wydającym żołd żołnierzom), jak i dla samych żołnierzy, dla których służba w garnizonie była o niebo lepsza od udziału w kampanii.
