L’organizzazione delle leve richiede pianificazione e spazio.Radunare un esercito richiedeva un’attenta pianificazione. Dalle leve ci si aspettava spesso che si procurassero le proprie armi, come lance, scudi o giavellotti, e perfino gli archi. Se ciò non accadeva, andavano armati a spese delle casse di Stato. Per questo serviva tempo e il modo più semplice per organizzare ed equipaggiare tutti era farlo nei campi temporanei.
A seconda delle circostanze e della popolazione, si potevano costruire quartieri militari e caserme permanenti. Le truppe stazionanti in caserme potevano essere utilizzate per supportare le guardie cittadine o per pattugliare i confini e proteggere le rotte commerciali. Eppure, le leve coscritte erano di solito scarsamente addestrate e armate più alla leggera rispetto ai soldati nobili, professionisti o mercenari.
