Una stabile guarnigione è essenziale a una città in crescita.Una guarnigione serve a molti propositi. Nei grandi imperi del mondo antico, era spesso facile per un popolo soggiogato mettere in discussione l’autorità di un regnante assente o invisibile. In molti casi una piccola guarnigione che ricordasse a tutti chi fosse il capo bastava a sedare ogni attività rivoltosa prima ancora che avesse inizio.
Inoltre, le guarnigioni avevano un effetto positivo sia sull’economia locale, in quanto i soldati erano sempre alla ricerca di opportunità per spendere il proprio denaro, sia sui soldati stessi, che preferivano la vita pacifica della guarnigione allo stress delle campagne militari. Molte città grandi e prospere dovevano il proprio successo alla presenza di guarnigioni.
