Todos los estados construían sus armadas para proteger el comercio vital de los mercaderes a través del Mediterráneo. Los cartaginenses fueron los marineros más intrépidos del mundo antiguo y prefirieron reclutar a mercenarios para las batallas terrestres mientras se concentraban en la construcción de una flota enorme de barcos cada vez más grandes.
