Todos los estados construían sus armadas para proteger el comercio vital de los mercaderes a través del Mediterráneo. Los cartaginenses fueron los marineros más intrépidos del mundo antiguo y prefirieron reclutar a mercenarios para las batallas terrestres mientras se concentraban en la construcción de una flota enorme de barcos cada vez más grandes. A medida que el comercio cartaginense y la necesidad de transportar tropas incrementaron también aumentó la importancia de controlar el mar. Construyeron gigantescas galeras tripuladas por remeros ciudadanos. Además de los trirremes al estilo griego también construyeron los quinquerremes (cinco filas) y septirremes (siete filas) reforzados para embestir. Aun así, el navío más grande del mundo antiguo fue el Siracusia y fue diseñado por Arquímedes y construido en el 240 a. C. por el rey Hierón II. Usaba unas sesenta veces los suministros que necesitaba un trirreme ordinario y requería de unos trescientos hombres especializados para su construcción.
