An impressive building to silence the doubters. This city is here to stay.During the days of the Roman Republic, and the early days of the Empire, Roman governors had both military and civil powers. This was to change under Constantine I, who instituted the position of 'Magister Militum', or 'Master of Soldiers', depriving governors of their military responsibilities but making them the most powerful civil officers in the Empire. He also split the Empire in to four sections known as the 'Praetorian Prefectures'. Each of the four: the Prefecture of the Gauls, the Prefecture of Italy and Africa, the Prefecture of Illyricum and the Prefecture of Oriens were administered by a Praetorian Prefect appointed by the Emperor himself.
