Annual Proficiency Reports

As the empire expands, it demands toil from every man, from every province. The administrators of the Han are required, by imperial decree, to provide reports on the proficiency of their citizens.

Those deemed qualified to represent the empire are noted and, when positions are available, sent to the capital for education - to eventually govern. For if the state is to succeed, so too must its people.
