Encouraging individuals with an aptitude for undercover work to use their skills can tip the balance in war. These individuals must be adaptable, ruthless and possess unusual skills such as the ability to disguise themselves and mislead others.
They can operate independently in enemy territory, and if they do their job well, no one will even know they were there.

• At the start of each turn, for every faction you have any treaty with, you will gain visibility over a region containing one of their armies, at random. (faction-wide)
• -20% character salary (all characters)
• +100% trade influence (faction-wide)
