Land Tax

The land itself is perhaps China's greatest asset.
Wise rulers have always known this, and rather than impose a financial burden by demanding payment in coin from the peasants who work the land, they have instead asked for a percentage of the farmers' harvest.
In lean years this will of course be less, but with no fixed payment to find, the peasants should never be asked to give more than they can afford.
