Wanted Men of Jicheng

Jicheng is a city that wants nothing more than stability and prosperity. It is these ideals that the ruler of the city seeks to espouse. It is therefore unconscionable to them that there be banditry within and without the walls of his governance.
As such, all outlaws are branded as 'wanted men', and hunted down with the full ruthlessness of Han law. Men on the run from authority, however, may become most valuable to those able to hide them.
