The perils of warfare do not always come from enemy forces. When armies are in remote areas, or far from their own supply lines, the danger of starvation or sickness can do as much damage as a surprise ambush or rain of arrows.
The tuntian system organises soldiers to build and work farms, so that food can be grown to feed and supply allies in the local area. This increases food in the area and the replenishment of fresh troops to nearby armies.
