"Render to every man according to his deeds."For Hannibal - and so Carthage - to be victorious, a great number of allies would be required. Carthaginian diplomacy throughout the Second Punic War was carried out in many different ways. On the Iberian peninsula, it was brokered at the end of a spear point - the tribes respected power, and so first Hamilcar, then Hasdrubal and, finally, Hannibal demonstrated that power through military victory. Further diplomatic deals were brokered with the Gallic Celts for their services in battle. Many peoples, sick of living under the yolk of Roman oppression, including some of the Italian cities - such as Capua - were promised prestige and power in the coming new world order in exchange for their financial, logistical, or military support.
