Within the Roman Empire, a 'procurator' was the state official responsible for financial affairs, food supplies, and industry. Inside Imperial provinces, i.e. where the Empire's forces were stationed, a procurator was subordinate to the provincial legate. Smaller provinces were sometimes governed by a procurator, who also had a contingent of troops at his disposal. These men were generally auxiliaries recruited from among the local populace. The infamous Pontius Pilate, was believed to have been the procurator of Judaea until an archaeological discovery in 1961 revealed that in actual fact he held the title 'praefect'.
