Lord Magistrate (Warhorse)

A master strategist requires unquestioning allegiance from the vast armies of their great city.

Each of the great cities of Grand Cathay is governed by a Lord Magistrate in the name of the Dragon Emperor. These are canny men and women, as adept at navigating the politics of the empire as they are directing troops in battle. As skilled strategists, Lord Magistrates can often dictate the pace of battle even before it begins; catching their enemies flatfooted with the rapid mobilisation of their troops. Lord Magistrates lead from the back of the army, using fans, banners and coloured smoke to orchestrate many units of their army.
