Touto Court

Local administration, governing a community and its surrounding network.

The Samnite system of ‘touto’ – similar to the Roman ‘civitas’ except in scale – dictated the nature of their political and administrative life. Each touto was a mini-republic within the whole, with its own council and assemblies. Each chief councillor held the title ‘Meddix Tuticus’ (literally ‘community manager’), with representatives were elected by the populace and open criticism of the individuals holding power was encouraged in the true spirit of democracy.
