The Sassanid Empire was a formidable ground force thanks to its superior cavalry. When it came to nautical matters, however, the scene was a bit different. During their rule, the Sassanid dynasty failed to establish naval superiority, especially early on, and possibly because there was little need for them to do so. In spite of that, a naval command was established by the Shahanshah, led by an admiral with the title 'navbed'. It is quite possible that he oversaw every aspect of the Sassanid fleet, from shipbuilding, crew recruitment and training, to organisation and coordination of their force. Again, this might have not been too demanding a task, as an intriguing fact about their maritime practices is the recruitment of expendable prisoners into its naval crews, which speaks volumes regarding the harsh conditions they were expected to face.
