Rome's Legions, numerous as they might have been, were unable to properly control the ever-expanding vastness of the Empire. During the 2nd century AD, Emperor Hadrian realised the benefits that a spy network would bring him and so contacted his provincial grain collectors, or frumentarii, who could use their connections and standing among the local population to obtain useful information. Their importance grew with time, in line of course with their arrogance. Overconfident, the frumentarii would often abuse their position for personal gain, causing resentment among the people. Emperor Diocletian subsequently disbanded the network, possibly during the 3rd century AD, replacing them with the 'agentes in rebus' - couriers who covertly monitored communication between imperial officials and could report any possible treachery.
