The more blood that is offered to the Gods, the more readily they are appeased. When many have died to honour the Gods properly, the craniums of the dead can be formed into a Rack of Skulls to remind the living of the great gifts of life given. In societies where human sacrifice is the highest form of honouring the Gods, the sight of thousands of skulls worked into a solid structure is inspirational, rather than demoralising.
